The need for stability: extract – presenting problems

English policy churn for the last forty years and its consequences is documented by edpol. Parliamentary Acts and secondary legislation is measured. Examples of policy churn are provided for the National Curriculum; Assessment and Qualification; the FE sector; and societal policies in education. Consequences for teacher retention, teaching to the test etc are explored. This is a 29 page report plus references written in 2020. There is a high level of primary research.
